Dienas Bizness. Review of the construction sector. Year with a bold minus sign.

Chairman of the Board of RERE GRUPA Guntis Āboltiņš-Āboliņš tells that this year’s turnover of the company is planned significantly bigger than in 2015. «We are a relatively young but quickly growing company. Currently amount of private orders significantly affects the development. Today companies of RERE GRUPA have 11 active projects, several are in process», he explains.

Amongst current projects of the Group are, for example, construction of the Museum Funds Complex in Riga, reconstruction of Rīgas Street in Salaspils, designing and construction of Lindstrom Prodem textiles manufacturing plant in Tukums, construction of the State Fire and Rescue Service depo building in Ape, first reconstruction stage of Hospital Gailezers Out-patient division, renovation works in the historical building in Alberta Street in Riga, interior decoration works in the complex Z-Towers in Riga, rebuilding and reconstruction of the School of Music in Kuldīga and renovation and interior decoration works in the building 6/8 Jēkaba Street and others.

Evaluating activities of the Construction State Control Bureau in 2015, Chairman of the Board of RERE GRUPA Guntis Āboltiņš-Āboliņš says, «In total activities of the Construction State Control Bureau we evaluate positively, but in general we wish for a greater attention and impact on the competencies and skills of specialists, as well as development and effectiveness in total ». He indicates that company attracts more attention towards supervision, control and quality of works and invites «all participants of the market not only to pull the blanket on their side but remember that we all have a common aim. In parallel to think also about construction sector process and long-term development issues of specialists in order when commencing the new cycle in 2022-2030, we would have a new premium quality construction platform and system and everyone would be satisfied that investments of European Union have provided double effect.»

On its turn, commenting the current situation in the sector in general, we should admit that constructors have lastingly indicated on problems, by timely bringing up alarm also about the expected breach of the co-financing of EU but as CEO of RERE GRUPA Guntis Āboltiņš-Āboliņš explains, situation have not changed practically. «The noise has only «stirred up the dust ». Already today, it is clear that very soon we will have serious “jams” in the construction projects with all related consequences. In my mind, government have currently deserved unsatisfactory mark and strict rebuke as the home works are not done – new Public Procurement Law has not yet entered into force. Positively we evaluate beginning of the government’s dialogue with the sector and affirmations made but it is too early to speak about the results whether it will not be another catch 22 in the distribution of territory, searching for the guilty parties and not looking for real solutions. Still there are only negotiations but there are no solutions found about effectiveness of the Construction Law, standard project and contract forms are not implemented, construction laws and regulations are not revised accordingly to the contemporary solutions,» he concludes.
